After serving the country in the U.S. Army, including a tour in Vietnam, Jim attended college on the G.I. Bill and graduated from Everett Community College with an Associate Degree in Technical Arts in 1976. He then went on to obtain his Bachelor’s Degree in Engineering Technology at the Oregon Institute of Technology in 1979.

Jim gained experience working for the Bureau of Land Management and several private firms in the states of Utah, Oregon, California, Idaho, and Nevada before settling back in Snohomish County in 1983. He was originally licensed as a PLS in California (1982), and then in Washington (1983). At one time, Jim was a U.S. Deputy Mineral Surveyor.

Jim has an intimate knowledge of many local areas throughout Washington State.  His land surveying expertise includes general property surveys, boundary line adjustments, ALTA surveys, topographic mapping, residential subdivisions, right-of-way determinations, section breakdowns, and expert witness in land dispute
cases. Jim especially enjoys working on projects that involve flood plain issues that cover elevation certificates, Letters of Map Change, base flood elevation determinations, and addressing code violations in flood zones.

Jim joined Harmsen & Associates in February of 1987 and hasn’t left yet!
